A former associate partner at Finsbury PR, Lucy Noakes worked in parliament and for a number of sports bodies including England Rugby and the Lawn Tennis Association before joining then-culture secretary Jeremy Wright at the Department for Digital, Culture, Media and Sport as his Spad in 2018. When Wright was sacked by Boris Johnson, Noakes also lost her job, but re-emerged working for Oliver Dowden at the Cabinet Office. It was then back to her old department, DCMS, when Dowden was made culture secretary.
