Appointed in March 2020, just as the UK entered lockdown amid coronavirus, Hickman advises Boris Johnson as Spad on business, appointments and honours. A long-time opponent of further integration between the UK and EU, he was formerly chief executive of Business
for Sterling, working closely with Dominic Cummings in the campaign against joining the euro in the 1990s. Hickman founded the eurosceptic think tank Open Europe, which has since become part of Policy Exchange, and was outreach coordinator for Vote Leave. Unusually amongst Spads, Hickman has a degree in creative writing and has had three books published.
