Paul Irving has been a partner at Winckworth Sherwood since 1992. An Oxford graduate, he is one of Westminster’s main legal advisors on transport and infrastructure. He has provided advice to the department for transport on several infrastructure projects in the last decade, most recently playing a significant role in the commission of Crossrail. He continues to consult both Crossrail Limited and DfT on the implementation of the Crossrail Act. Irving also helped to draft and authorise harbour projects in Hull, Grimsby and King’s Lynn, and worked with the port of London authority to promote legislation to improve their powers to regulate the Thames.
