A PhD graduate with many friends in academia, Will Warr worked as a doctoral researcher at Oxford, once writing that the NHS “is obsessed with treating diseases rather than preventing them in the first place” and of his desire to “make the sirens of prevention ring louder than those of the ambulance”. Warr has played a key role during the coronavirus pandemic and Johnson has put him in personal charge of the government’s obesity strategy. Not that lack of fitness is a problem for Warr – he is one of just three people who has represented both Oxford and Cambridge in the Boat Race.
