President Trump ruled out deploying U.S. ground troops to Ukraine but left air support on the table. Discussions are ongoing between U.S. and European planners to structure security guarantees that rely on European boots on the ground and U.S. air defence systems, while remaining mindful of geopolitical sensitivities.

President Trump has made clear that under any future security arrangement for Ukraine, no U.S. ground troops will be involved, even as he leaves the door open to U.S. air support as a key component. European military and political planners have begun discussions on how to bolster Ukrainian security, exploring options such as deploying European ground forces under national, not NATO, command, and providing air defence systems and air support from the U.S. without committing American boots on the ground. At the White House, Trump said that air support remains an option, while emphasizing that any ground presence would be led by European partners. He encouraged Europe to take the lead on the ground, with the U.S. providing supplementary air assistance . The U.S. administration is also weighing the provision of air defence systems and possibly deploying fighters or surveillance aircraft in support of European troops, while stopping short of delivering direct combat boots on Ukrainian soil .
