Sadiq Khan’s ambitious London Growth Plan aims to supercharge the capital’s economy with a £107bn boost, 150,000 new jobs, and major infrastructure upgrades—but critics warn of political and financial roadblocks.

In a strategic move to invigorate London’s economic landscape, London's Mayor Sadiq Khan has introduced the London Growth Plan, targeting a £107 billion boost to the city’s economy by 2035. This initiative aims to elevate annual productivity growth to 2 per cent, a significant increase from the 0.12 per cent average observed between 2008 and 2022. Khan claims this could result in an additional £11,000 in pre-tax income per Londoner and generate £27.5 billion in tax revenue by the target year. Unveiled at Imperial College London’s South Kensington campus, the plan emphasises the development of key “industrial innovation corridors” across the capital. A notable example is the WestTech Corridor, anchored by Imperial’s hubs in South Kensington, Paddington Life Sciences, White City Innovation District, and Old Oak and Park Royal. Central to the plan is a £300 million investment in skills development, projected to create more than 150,000 quality jobs by 2028. Additionally, significant upgrades to London’s public transport infrastructure are proposed, including extensions to the Docklands Light Railway and the Bakerloo line, as well as the development of a West London Orbital overground service. The plan also outlines the establishment of a Quantum Tech Incubator in the Knowledge Quarter at Euston, a collaborative effort led by Imperial College London, University College London and King’s College London. However, the plan’s success is contingent upon increased investment and further devolution of powers from the central government. Critics, including Conservative Assembly Member Alessandro Georgiou, argue that plan will likely fail since Chancellor Rachel Reeves' Budget has already “suffocated” growth across the country.
