After leaving Linklaters, Jessica joined the Conservative Party’s Shadow Energy and Climate Change team in 2008 just as energy security and climate policy were rising rapidly up the agenda. Her career reflects how the energy market has re-structured over the last decade.

“Who holds the power, who’s trying to shift it, who gets to decide what the future should look like?” For Jessica Lennard, those questions have defined a career spent at the centre of some of the most significant economic and technological shifts of the past two decades.

Her route into public affairs began with a decisive pivot. “After six years of being fairly sure I wanted to be a lawyer, a politics masters changed my mind,” she says. Leaving Linklaters and taking a pay cut, she joined the Conservative Party’s Shadow Energy and Climate Change team in 2008 — just as energy security and climate policy were rising rapidly up the agenda. “I didn’t know it at the time, but this was the start of a once in a generation restructuring of the energy market.”

That experience set a pattern. Across consultancy and in-house roles, she has repeatedly found herself working in sectors undergoing structural change: telecoms during the push to expand broadband and mobile access, payments as open banking and data transformed financial services, and now competition policy at a time when digital markets and artificial intelligence are reshaping the economy.

At the Competition and Markets Authority, those questions about power and structure are no longer abstract. “Part of why I joined the CMA was my passion for digital technologies and the benefits they can bring,” she says. But alongside that …
