Major U.S. Law Firms Enter Agreements with Trump Administration Amid Executive Order Threats

Top U.S. law firms are striking multimillion-dollar deals with the Trump administration, curbing DEI policies and offering pro bono work to avoid punitive executive orders. The moves have triggered fierce debate over legal independence and political pressure.

In a series of unprecedented moves, several prominent U.S. law firms have entered into agreements with the Trump administration to avert potential executive orders that could have significantly impacted their operations. These developments have sparked extensive debate within the legal community regarding the balance between professional independence and governmental pressure.

On 28 March 2025, Skadden, Arps, Slate, Meagher & Flom LLP proactively reached an agreement with the Trump administration. The firm committed to providing $100 million in pro bono legal services to causes supported by the administration and pledged to adopt merit-based hiring practices, discontinuing diversity, equity and inclusion (DEI) programmes. This agreement was made despite Skadden not being directly targeted by any executive order at the time. Jeremy London, Skadden’s executive partner, stated that the firm engaged proactively with the administration to reach this understanding, emphasising that the outcome was in the best interests of their clients and the firm.

Following Skadden’s lead, Willkie Farr & Gallagher LLP, where Doug Emhoff, former Vice President Kamala Harris’s husband, is a partner, entered into a similar agreement on 1 April 2025.
